Could not find an XML setup file in the pac

When I try to upload & install the tgz.gz template file from Joomla (1.5.8) for the Car Magazine template I receive this message: "Error! Could not find an XML setup file in the package."
I tried other 1.5 templates and received the same error. I've successfully loaded this template recently with no problems. I check the properties of the file and made sure it was not blocked by any security feature. Any suggestions? Thanks.

Unzip it First. It works fine now.
